PERI 3B CAMPUS EXPANSION
In 2009, the Singapore Primary Education Review and Implementation Committee (PERI) made recommendations to realise a more holistic approach to primary education. A key recommendation of this was to use holistic assessment to support student learning and development, to build their confidence and desire to learn, and to better prepare them for the future. From this, the PERI Holistic Assessment (HA) project was born.
To support school implementation, the Ministry of Education (MoE) formed a PERI-HA Project Team. PERI-HA was implemented in stages, commencing with prototyping in 16 schools in 2010, and extending the project to all primary schools by 2013.
There were four key strategies for project teams :
(1) developing a systemic implementation approach and plan;
(2) building school leaders’ and teachers’ capacity;
(3) providing resource support; and
(4) engaging stakeholders’ support.
Impact and effect
This project meant that Primary schools in Singapore would undergo expansion and rapid transformation within a live environment. This became a critical factor specially because of strict OHS regulations practiced in the Singapore construction industry. The idea was to enhance the infra structures through the start-up capital allowance and resource-support costs phased dynamically over a time.
ARCADIS/ (Langdon & Seah) were appointed as the PMO for the job and packages were distributed to their senior teams to execute works & manage stakeholder relationship. Kaushik was appointed as PM for a 70-million-dollar upgrade for PERI 3B2 package for school. Post completion of expansion works successfully & owing to Kaushik's flexible project management approach in dealing with school authority, government bodies, he was later appointed as SPOC for developing the famous campus works for TEMASEK polytechnic in 2012.
